Family Violence (Miscellaneous Reforms) BIll 2025 - Tasmanian Government Department of Justice - June 2025

Overview

Submitted in June 2025, The Salvation Army’s response to the Family Violence (Miscellaneous Reforms) Bill 2025 welcomes the Tasmanian Government’s efforts to improve safety for victim-survivors, enhance accountability for those using violence, and strengthen justice system responses. Drawing on out extensive experience delivering family and domestic violence services across Australia, we emphasise that legislative reform must be supported by systemic investment to achieve lasting change. The submission outlines five key recommendations to ensure the Bill delivers meaningful and sustainable improvements in Tasmania’s response to family and domestic violence.

Key Points

  • Preventing Misidentification: The submission highlights the risk of victim-survivors being wrongly identified as perpetrators. It recommends mandatory, ongoing training for police and justice staff on recognising patterns of abuse, and the adoption of co-responder models like the Alexis Family Violence Response Model to improve identification and reduce harm.
  • Promoting Integration: The Salvation Army calls for increased investment in collaboration between the justice system and specialist family violence services. Integrated responses are essential for accurate risk assessment, effective support, and reducing systemic barriers for victim-survivors.
  • Investing in Accountability and Behaviour Change: The submission stresses the need for a diverse range of behaviour change and accountability mechanisms for those using violence. These should be accessible, ongoing, and tailored to individual needs, with a focus on reducing reoffending and enhancing victim-survivor safety.
  • Ensuring an Informed Service Sector: To ensure effective implementation of the Bill, The Salvation Army recommends comprehensive training and resources for specialist services. This includes guidance on legislative changes, and justice system expectations.
  • Accessible Information for Victim-Survivors: The submission urges the government to provide clear, multilingual resources to help victim-survivors understand the legislative changes and access support services confidently and safely.
