Background to the project

The Salvation Army has been supporting Western Australians for over 130 years delivering front line services to support those experiencing a range of crises. Our presence in community over these years has been principally built on the unwavering support of many. At a time when demand for our support is only increasing, we must strive to build our capacity through various sustainability measures.

In the pursuit of this, The Salvation Army continues to identify ways to create security for its current and future social programs both for operational and infrastructure needs. This is achieved through fundraising initiatives in partnership with the Community as well as exploring opportunities to generate alternate sources of income such as unlocking the value of its under-utilised properties.

Accordingly, there is one such property currently under-utilised in both land use and unrealised value in Gosnells. This presents an enormous opportunity to unlock critical land resources for housing, the provision of upgraded facilities for our services and potentially supporting the expansion or creation of others. However, being faithful stewards of our generous community will always be our guiding principle which is why The Salvation Army is taking careful steps towards exploring what options could be considered in an engaging and inclusive approach.

We are currently only at the first step in this process and have made a ‘Pre-lodgement Application’ request (to amend Metropolitan Region Scheme) with the Western Australian Planning Commission (WAPC). If WAPC provides a favourable determination, The Salvation Army will commence the full Metropolitan Region Scheme (MRS) rezoning process, which we expect to take approximately 18-24 months.

The Salvation Army is committed to moving through this process by engaging with Traditional Owners and Indigenous stakeholders, current land users, residents, neighbours and other valuable stakeholders before any long-term plans or decisions are made.

Vision and Objectives

The Gosnells re-zoning has the potential to unlock the value of an historically underutilised asset, allowing consideration of a broad range of options that will enhance existing and future mission outcomes aligned with The Salvation Army’s Mission and Values. Future development will meet current and future opportunities in a manner that facilitates strong Traditional Owner cultural identity that establishes a sense of place and purpose and is respectful to all who have a connection to the site. It will be environmentally sustainable, facilitating healthy and vibrant community connections.
