The SAID Council is responsible for directing SAID's activities towards achieving our vision and fulfilling our mission.
The SAID Council, with the approved authority of The Salvation Army Australia Territory Board, oversees the business, risk and financial operations of SAID. The council establishes and reviews policies for SAID's work, develops and monitors the SAID Strategic Action Plan, ensures SAID meets the ACFID Code of Conduct (the Australian international development sector’s best practice guidelines) and maintains government accreditation.
Two sub committees, chaired by external members of the SAID Council, report to the SAID Council. The Finance and Risk Committee is responsible for reviewing the financial aspects of SAID’s projects, and ensuring that project risks are identified, responded to and managed. The Projects and Performance Committee oversees SAID’s portfolio of development projects, ensuring that project investments are effective, efficient, sustainable, and directly impact the lives of marginalised people living in poverty.
Lieut-Colonel Winsome Merrett
SAID Council Chair
Winsome was commissioned as a Salvation Army officer in 1987, and since then has worked in a variety of Salvation Army appointments covering church mission, youth and children and women’s ministries, and most recently executive leadership. Winsome is passionate about developing others, leading effectively and seeing the local church successfully and relevantly connecting with its local community with practical expressions of hope.
Education – Bachelor of Speech Pathology; Masters in Theological studies, AMusA.
Project and Performance Committee Chair
Roger worked for 25 years in various senior management roles in the corporate world before making the transition to the not-for-profit sector in 2008. Roger has spent the last 10 years specialising in the DFAT accreditation program, assisting Christian aid agencies to gain and maintain their accreditation with the Australian government. His passion is to see ever increasing levels of effectiveness in the sector, ensuring that programs and projects have the maximum impact for those people who are suffering the effects of poverty, inequality and injustice. Roger currently serves as the Chair of Micah Australia and has done so since 2015. He joined the SAID Council in 2018.

Finance and Risk Committee Chair
John joined the SAID Council in 2018. He is a Chartered Accountant and tax agent with a passion for advising and assisting charities across Australia. John is Chair of the SAID Finance and Risk Committee and is also a member of The Salvation Army Employment Plus board.
Education - Bachelor of Business (Finance/Accounting).
John is a former Senior Audit Partner of PwC with over 35 years’ experience and significant involvement in not-for-profit sector organisations including those providing international development aid. John provides corporate governance advice and serves on several Audit & Risk Committees and Boards. He joined the SAID Council in 2017.
Arbin brings to the SAID Council 11 years’ experience in financial accounting reporting and taxation for not for profit organisations. Arbin has over 15 years of experience in building an effective and efficient team, building positive professional relationships within the team and networking.
Education - Diploma in Business Studies; Bachelor of Arts in Accounting, Financial management and Public Administration; MBA in Finance; Member of ICAA ANZl; CMgr AIM Associate Fellow member.
Amanda is a member of the Australian Institute of Company Directors. She is passionate about enabling a sustainable approach to the eradication of poverty and creating equality. Amanda holds a Bachelor of Arts in Comparative Development and International Studies.
Janine is the National Head of Fundraising for The Salvation Army in Australia. With over 20 years executive and senior leadership experience in the corporate and NFP sectors, most recently Janine held the role of Chief, Private Funding at World Vision Australia. Prior to her time with World Vision, Janine was the Director of Marketing and Fundraising at The Lighthouse Foundation, a national NFP.
