Board Chair

Commissioner Mark Campbell has been an Officer of The Salvation Army since 1986 and has been involved in various appointments throughout Australia and Overseas. He has held Executive appointments for the past 15 years including Chief Secretary (CEO) of Australia, leading the management team that was accountable for the delivery of the national strategy set by the Governance Board. More recently he, with his wife, were the Territorial Leaders of the New Zealand, Fiji, Tonga and Samoa Salvation Army and Chaired the Governance Board for a five-year period.

Mark has a breadth of knowledge and experience of major change and culture setting and has degrees in Business and Theology. He has a passion to see people working in collaboration seeing lives transformed through the power and life of Jesus Christ.

Major Kim Haworth

Major Kim Haworth has been an officer in The Salvation Army for 16 years. Her journey began with serving as a Corps Officer in Bairnsdale, a regional city in East Gippsland, Victoria, for seven years (2009-2015). This was followed by three years (2016-2018) as Corps Officer of the Wyndham City Corps in metropolitan Melbourne. Kim's next appointment extended state-wide as the Divisional Commander for The Salvation Army Tasmania for four years (2019-2023), and subsequently, as the Divisional Commander of the NSW/ACT Division starting in March 2023. In January 2025, Kim transitioned to Melbourne to assume the national position of Assistant Chief Secretary – Mission.

Kim also serves as a Trustee for The Salvation Army.

Andrew McCutchan

Andrew McCutchan

Andrew McCutchan has more than 40 years of experience in the construction industry, in the development and delivery of major public infrastructure across Australasia, particularly in the healthcare, transport and sports sectors. Andrew has managed multi-disciplinary design and construction teams in delivery of major hospitals and medical research facilities. He now works as an independent consultant and advisor to the construction industry and is a Fellow of the Australian Institute of Engineers.

Major Claire Emerton

Major Claire Emerton has been an officer of The Salvation Army since 2006, and has held corps and area officer appointments in Tasmania and Victoria, as well as appointments in the senior management of a broad range of The Salvation Army social services across Victoria. Currently appointed as Head of Department for Social and Community Mission for The Salvation Army in Australia, Claire is passionate about creating lasting social change, by facilitating holistic societal and individual responses to social need, including relevant pathways for people to explore Christian spirituality. Claire holds Bachelor’s degrees in Criminal Justice Administration, Social Work and Theology. 

Belinda Moharich

Belinda Moharich is an experienced legal and town planning professional. Throughout her career, Belinda has worked in private practice, as well as in Government, a decision-maker on Tribunals and the Western Australia Planning Commission.  

In 2003, Belinda was appointed as the Principal Registrar for the Town Planning Appeal Tribunal (Western Australia), where she also sat as a Senior Member. As Principal Registrar, Belinda was responsible for the transition of the Town Planning Appeal Tribunal jurisdiction to the State Administrative Tribunal.

Belinda has extensive experience in legislative reform projects in Western Australia and internationally.  Belinda has an interest in supporting people with substance addiction and those experiencing homelessness.

Albert Olley

Albert Olley brings to the Board significant experience establishing and implementing vision, strategy, quality operational service delivery and values driven cultures of achievement in business, finance, operations, transformation, culture and values across all functions within an organisation at both Executive and as a non-Executive Director. Albert’s board experience includes being a non-executive director of a Community Housing Company, Rookwood Cemetery and Managing Director of NSW Businesslink Pty Ltd.

Albert is the Group Executive for Mission Enterprises and responsible for their operational management within The Salvation Army Australia Territory.

Prior to taking up his appointment as Group Executive on 15 January 2024, Albert held the position of Chief Operating Officer for the Uniting Church in Australia NSW Synod, was a member of the Synod Board and Member of the Uniting Church NSW Property Trust. Alberts career spans faith based not-for-profits, management consulting, the public sector, insurance, banking and finance industries.

Albert holds a Bachelor of Business in Accounting and Computing, a Master of Business Law, Graduate Diploma in Applied Corporate Governance, is a graduate of the Australian Institute of Company Directors and is a Chartered Secretary.
